Disregarding the Blackguard exclusive shield, this is the best option that can be crafted regardless of player class.
Blackguard Square Shield
This is the best shield in the game that can only be crafted by players with the Blackguard class, unless class exclusive recipes are disabled on world creation or through world configuration.
