Flowers naturally generate when the world is created. Flowers are specific to climactic regions. They do not generate in all types of climates, while some climactic regions generate more than one flower.
Special Case Generation
Horsetail, which is discussed below, will spawn on player created farmland blocks in certain climate regions. This is the only flower that spawns into the world after world creation.
