Creation
Smelting
Torches can be created by smelting sticks in a firepit. Extinguished torches can also be re-lit in a firepit. However it takes no fuel to use a lit torch to re-light a placed extinguished torch.
Burnt out torches can technically be re-lit in a firepit, however, they cannot be obtained in normal survival gameplay.
Natural Generation
Torches do not appear placed in any ruins, however, extinguished torches do appear as loot in collapsed chests.
