As stated above, tool racks store and display tools. It has 4 slots for tools. To put a tool in a slot a player places the tool like a block, while looking where they want the tool.
Tool racks are wall mounted containers that can be placed on the vertical face of any solid block.  To interact with the tool rack, select the block using the display crosshairs. Right mouse button places a tool from the active hotbar slot onto the tool rack. Players can remove a tool (RMB) with an empty hand, which adds the tool into the selected hotbar slot.
