Torches can be created by smelting [[stick]]s in a firepit. Extinguished torches can also be re-lit in a firepit. However it takes no fuel to use a lit torch to re-light a placed extinguished torch.
 
Burnt out torches can technically be re-lit in a firepit, however, they cannot be obtained in normal survival gameplay.
